Lead and develop the manufacturing site start up and commissioning of the facility, in accordance with the overall mid term plan and timing, to meet strategic growing objectives of the company.

 MAIN FUNCTIONS Feasibility Phase:

3.1 Review engineering design work, to make the specifications for the compounding equipment in the plant.

3.2 Evaluate and ensure the proposed site layout, to get the result for optimum productivity of the manufacturing facility.

3.3 Review and evaluate bid packages, to ensure that they are complete and detail such as to get good bids from contractors.

3.4 Evaluate and select contractors for the mechanical and electrical installation of the process equipment, to ensure the highest levels of quality.  

3.5 Implement the plant staffing plan, to support the ongoing production and warehouse needs for the manufacturing facility.

3.6 Define and clarify the scope of each role in the manufacturing facility, to develop job descriptions and the technical training plan can be produce and compliance with local rules and regulations.

3.7 Develop and control the spending on an annual basis, to achieve the project expense budget which will include items that are not capitalized such as the travel and salary expense for plant engineers, and other support staff hired before the day of startup.

3.8 Keep informed and ensure compliance with all local laws and regulations relevant to the manufacturing facility, to fulfilling the requirements of the Mexican laws.

 MAIN FUNCTIONS Execution Phase:

3.9 Support the project team (window person) to manage and supervise the general contractors during the construction phase, to ensure the compliance of our standards for safety and quality.  

3.10 Evaluate and inform to the Vice President minor scope changes to the construction of the facility, to keep on track the schedule and the budget

3.11 Plan and execute activities of the project team, contractors and other supports staff for the start up of the equipment (Plant Commissioning), to ensure a safe return to operations.

3.12 Develop and implement procedure to approve equipment and systems as operational to take ownership from contractors. 

3.13 Develop and implement a safety plan (including hazard analysis for the process  equipment (HAZOP), safety audits and corrective actions for the site for both construction, and the commissioning phase, to ensure zero incidents.

3.14 To be responsible for every duty related to the position, additional to those listed in the previous descriptions.
